Add SendToClient() function

As it currently stands, there is a method for a script to be able to trigger a function on all the clients currently in the game. (SendToAllClients).
However, as it currently stands, if a player logs into the game for the first time and I wish to trigger the same function on only that client to make sure that it has the same information as all the other clients, there is no way to do this easily.

I propose that a SendToClient(user user, string eventName, ... args) method be added as a way to easily be able to call the function for the specified user.

user:SendToClient(script/entity,func,....)
GetWorld():SendToServer(script/entity,func,....)
GetWorld():SendToAllClients(script/entity,func,...)
